Rules of the 2025 Buncombe County Republican Convention
Rule 1 -- STATEMENT OF PURPOSE
It is the purpose of these Rules to provide for a fair and open Convention in a manner that facilitates the business of the Convention, respects the rights of the majority and minority, and encourages full participation by all Republican Delegates.
Rule 2 -- CONVENTION OFFICERS
A. The officers of the Convention shall be the Convention Chair, Secretary, Parliamentarian, Sergeant-at Arms, Tellers, and such other officers deemed necessary.
B. The Convention Chair shall appoint Assistant Sergeants-at Arms as necessary.
Rule 3 -- COMMITTEES
The Convention’s Committees shall be: Credentials, Rules, Plan of Organization, and Tellers.
Rule 4 -- TELLERS
No member of the Tellers Committee may be a candidate, endorser, member of a slate, or campaign for any officer or Executive Committee position at the Convention

Rule 5 -- REGISTRATION
A. Delegates and Alternate Delegates must have been elected in their respective precinct meetings, certified as Buncombe County Republican voters residing in their precincts on January 31, 2025.
B. Registration may be completed via the online registration portal at www.buncombegop.com, or as otherwise instructed if registering on-site.
Rule 6 -- PARLIAMENTARY AUTHORITY
Robert’s Rules of Order, Newly Revised, shall govern this Convention when applicable and when not inconsistent with these Rules, the County/District Plan of Organization, and the State Plan of Organization.
Rule 7 -- COMMITTEE ON CREDENTIALS
The Credentials Committee shall issue its report on Delegates and Alternates certified to the County Convention prior to the transaction of any business at the County Convention.
Rule 8 -- ORDER OF BUSINESS
The order of business of the Convention shall be as published in the Convention Agenda, upon its adoption by the Convention.
Rule 9 -- QUORUM
A quorum for all business transactions and the election of officers shall consist of a majority of credentialed Delegates as certified by the Credentials Committee’s Final Report on Credentials. Delegates must be on the floor of the Convention to be counted for quorum.

Rule 10 – CONVENTION GUESTS
All observers, the media, and special guests may remain within the convention hall in a specified area, and they may not participate in the official business of the convention. Except for elected State and Federal representatives and their staff members, all guests must be registered to vote in Buncombe County.
Rule 11 – DISCLOSURE AND CLOSURE
A. No motion shall be in order unless each maker and seconder thereof states his or her name(s) and Precinct(s).
B. Debate on any substantive issue shall consist of a maximum of two rounds of debate. Each round shall be a maximum of three minutes divided equally between speakers for and against.
C. Debate on any procedural issue shall consist of a maximum of two rounds of debate. Each round shall be a maximum of two minutes divided equally between speakers for and against.
D. Motions for calling the previous question shall not be in order until the conclusion of the second round of debate of any issue.
E. The Chair shall recognize the maker of a motion for the first round of affirmative debate.
Rule 12 -- ELECTIONS
A. The Convention will elect the following County officers in the order provided: 1. Chairman.
B. Once the Chairman has been elected, the following officers will be voted for on one ballot: 1st Vice-Chair; Secretary; Treasurer; five At-Large Members.
C. Nominations may be made from the floor for any County Officer positions. All nominations must be made by a Delegate.

Rule 12A – County Officer Elections
A. County Officer Speeches. Each County Chairman candidate will be allocated a total of 3 minutes for a nominating speech by any Delegate of their choosing (other than themselves). Any County Chairman candidate desiring a nominating speech to be made by a Delegate shall inform the Convention Chair of the candidate’s desired nominator.
B. No seconding speeches will be allowed.
C. Following any nominating speech given on behalf of a County Chairman candidate, the candidate shall be allowed 4 minutes to address the Convention.
D. The order of nominating speeches and County/District Officer speeches shall be determined by drawing.
Rule 12B – Secretary, Treasurer, At-Large Member Elections
A. All qualified candidates nominated as County Executive Committee Members shall be added to the ballot for Secretary, Treasurer, and At-Large Members.
B. There shall be no nominating speeches. Candidate speeches are maximum of two minutes are optional.
Rule 13 -- RESOLUTIONS
No proposed resolution from a Convention Delegate shall be in order unless it shall first be submitted in writing to the County Party Chair and Resolutions Chair via email, stating his/her full name and address to (bcgop.chair@outlook.com and info@buncombegop.com) seven days prior to the Convention and at least 125 copies be presented to the County Chairman prior to the start of the convention. A proposed resolution can only be considered by the body upon a two-thirds vote of the Convention.
Rule 14 -- ADOPTION AND SUSPENSION OF RULES
These Rules shall be adopted upon a majority vote of the Delegates and Alternate Delegates sitting as Delegates at the Convention and may be suspended during the Convention by a two-thirds vote, except that the Rules contained herein which are drawn from or implement provisions of the State Plan of Organization may not be suspended.
Rule 15 -- VOTING
Voting method shall be at the sole discretion of the Convention Chair.
